The Ministry of Health and Family Welfare (MOHFW), Government of India designated the International Institute for Population Sciences (IIPS), Mumbai, as the nodal agency for planning and conducting the third round of the Global Adult Tobacco Survey (GATS-3) in India. The GATS is a global standard for systematically monitoring adult tobacco use (smoking and smokeless) and tracking key tobacco control indicators. GATS is a nationally representative survey using a consistent and standard protocol across countries, including India. GATS enhances countries’ capacity to design, implement and evaluate tobacco control programmes. It will also assist countries in fulfilling their obligation under the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC) to generate comparable data within and across countries.

 

In India, two rounds of GATS were conducted in 2009-10 and 2016-17, covering all the states. The earlier rounds only included two Union Territories (Chandigarh & Puducherry). GATS-3 includes all States and Union Territories. GATS-3 will obtain reliable estimates of various dimensions of tobacco use for systematic monitoring of adult tobacco use and its key tobacco control indicators at national and state levels and contribute to understanding the effectiveness of tobacco control measures based on observed changes in relevant indicators since 2009-10 (GATS-1) and 2016-17 (GATS-2). The MOHFW fully funds this GATS-3 survey. The South East Asia Office of WHO, the WHO India Country Office, and the Centers for Disease Control and Prevention (CDC), Atlanta, are the technical partners for the GATS-3 survey in India. MOHFW has constituted a Technical Advisory and Monitoring Committee (TAMC) to provide guidance and recommendations on specific technical, scientific, or administrative matters related to GATS-3 survey.
