Mess Rule

                                                                                                                                      IIPS Hostel Mess Rules & Regulations

IIPS mess is governed by students on no loss no profit basis. The mess members have equal responsibility to maintain the discipline and dignity of the mess. The mess management committee includes concerned mess secretaries, audit committee, general secretary, hostel manager, and hostel warden.

Specific rules and regulations which need to be followed by all the mess members to smoothen its functioning:

  1. The mess management committee must try to resolve any mess-related issues.
  2. Mess secretaries meet with the audit committee at the end of every month to discuss the total mess expenditures, income and they finalize the mess bills.
  3. For membership, one must pay caution money (₹4400 now included in the admission fee) and strictly follow the rules and regulations. Project staff or any other who wish to be a mess member must also pay the caution money of ₹4400.
  4. No student other than mess secretaries and audit committee members (in case of urgent and unavoidable issues) are allowed to enter the mess kitchen. A Fine of ₹500 or cancellation of membership can be imposed for its violation.
  5. IIPS mess is self-service unless there is any special event or occasion where mess helper or mess secretaries may serve the food.
  6. The timing to have food in the mess (Breakfast, Lunch, Tea and Dinner) should be followed strictly by the members. Mess secretaries will not remain responsible if food gets over after the mess timing.
  7. Food can be kept for any mess members (by friends) with the permission of mess secretaries. It can be possible only after the mess timing.
  8. Mess OFF should be reported to the mess secretaries or may be written before a member puts off the mess. A minimum of 5 days in continuation are required to put mess OFF. If in case, the member fails to inform about putting OFF mess in time, the member is not allowed to put OFF mess in back date mode.
  9. Mess ON should be informed immediately on joining the mess to the mess secretaries.
  10. No furniture and utensils, including cups, spoons or plates, can be taken outside of the mess. Cancellation of a membership or a fine can be imposed on its violation.
  11. Mess bill should be paid on or before the last date. The concerned mess secretaries can decide the date for mess bill payment. A fine amount of ₹100 will be charged for late payment, and ₹10 each will be added for the subsequent days. For instance, if the last date is 15th December and one pays his/her mess bill on 21st December, then he/she will be charged a fine amount of ₹150 (₹100 + ₹10 + ₹10 + ₹10 + ₹10 + ₹10). Membership can be cancelled for not paying mess bills for two consecutive months. In case, fellowship payment is delayed for genuine reason, then member should inform the secretaries in writing for considering extension of date of fees payment.
  12. Those who leave IIPS after completing his/her courses or project tenure and don’t pay the mess bills after one month of leaving, their caution money deposits, will not be refunded until they clear their mess dues.  
  13. Taking food to the room is strictly prohibited. In case of medical reasons, food can be taken to the room using own plates or cups. Prior permission should be taken from the mess secretaries.
  14. Guests should collect a mess coupon prior to taking food in the mess. Students should not allow their guests to take food without a mess coupon. Mess members who are found to share food with non-mess members will be fined.
  15. Those who are not associated with IIPS in any way should not be served food in the mess.
  16. Your behaviour should be amicable to the mess secretaries and mess staff. Strict action will be taken for misbehavior.
  17. Strict action or fine can be imposed on food wastage. Take food (in amount) that you can eat. Current mess secretaries will take responsibility for checking the food wastage and can fine them with ₹50 for food wastage.
  18. It is mandatory to become a mess secretary to continue membership in the mess. In case any member withdraws his/her membership while appointed as Mess Secretary, he/or she will & not be allowed to become a  mess member for a period of One Year
  19. Mess membership is compulsory for students studying in IIPS. However, those having health issues can cancel the mess membership with prior permission from the hostel warden and on submission of medical documents.

                                                                                                                                 Duties towards mess

  1. Be a caretaker rather than a user only.
  2. Maintain queue while taking food and maintain discipline in the mess.
  3. Leave your chair immediately after having food, to help others to have a chair.
  4. Inform the mess secretaries if you find any mismanagement in the functioning.
  5. Inform the mess secretaries in advance if you have planned not to have food.
  6. Inform guests (especially those who are not aware about the mess functioning) to collect mess coupon prior to taking food.
  7. Every member is the owner of the mess, so be dutiful.
  8. For any persistent disputes, students must discuss the matter with hostel authorities.
  9. In case mess related disputes are not resolved by hostel authorities, students can approach the Director in writing through proper channel (Manager, Warden, Director).
  10. Purchase of logistics related to mess should be given in writing to hostel manager for office process and approval. Such process can take at least a month.

                                                                                                                   Some rules for mess secretaries

  1. Following are the mess rules to be followed by the mess secretaries,
  2. Collect all the necessary formats and instructions from the previous month's mess secretaries and audit committee.
  3. Check the weight, price and bill for all purchases properly.
  4. Cross checking with the market rate can give a better idea about the product's authenticity and price.
  5. Give your signature on the bill after receiving the raw materials and groceries.
  6. Pay only those bills that have the mess secretary's signature.
  7. Discourage the cook and any other staff to give any order or receive any stuff without the knowledge of mess secretaries.
  8. Do not allow any person in your absence to enter to the store room or kitchen.
  9. The number of active days should be displayed by the first week and bill by the second week of every month.
  10. Prepare separate consumption and expenditure sheet for grocery and gas every month.
  11. Forward soft copies of bills, consumption and expenditure to group id. Submit the hard copy of the bill at the hostel manager's office.
  12. Control food wastage.
  13. Monitor mess cooks and helpers in a proper manner.
  14. Check guests coming to take food in the mess.
  15. Consult the audit committee for any major financial implications.
  16. Demonstrate mess responsibilities to the new mess secretaries before they join.
